Proposal Manager

Dinocrates is seeking a professional, energetic Proposal Manager to help manage proposal efforts from RFP release through proposal submission. The Proposal Manager will be responsible for federal and public sector proposal development and management of federal solicitation and procurement planning processes. Duties include the writing and editing of federally focused proposals for “one voice” and tone, writing key Win theme messages (e.g. value proposition, differentiators) as required, generate new ideas on how to convey message to the target, perform research on target agencies to analyze their key needs and ensure the proposal messaging is compliant with requirements, and on target with the firm’s priorities.

Specific Duties and Responsibilities for the role include:

  • Translate federal requirements into action plans and assignments for the development of successful proposals.
  • Review requests for proposals (RFPs) and solicitation requirements; assess information needed; identify specific expertise required and aligning firm services and capabilities
  • Coordinate with Business Development/Capture personnel, practice leaders and marketing team to gather required proposal content, including related research projects
  • Attend and/or lead proposal team meetings, bidder conferences, COTR briefings, to assist in organizing deliverables and establishing internal technical assignments and deadlines
  • Maintain ongoing communication of proposal status with team members, and work within internal and external deadlines
  • Develop high-impact proposal documents that are consistent with organizational brand identity standards, messaging and positioning, using existing templates and/or developing original content as needed
  • Manage color team reviews, contributions from internal and external teaming partners and resources, as well as perform proofreading and thematic review of drafts
  • Coordinate final proposal document production (print and/or electronic format), delivery, and delivery confirmation
  • Prepare proposal-related PowerPoint presentations, CDs and pricing volumes, per formatting guidelines, creating compliant templates
  • Maintain proposal status in SharePoint Proposal Tracking system
  • Manage support staff during proposal production as needed

Required Skills:

  • Bachelor’s Degree in Communications, Journalism or Business Administration, or similar discipline or equivalent experience
  • Minimum of 3 years of substantive and demonstrable federal proposal, solicitation and/or project management experience, preferably in the professional services industry
  • Experience with writing of Grants, SBIRS, and STTRS
  • Ability to work effectively in a fast-paced, deadline-driven, and a high-energy environment
  • Ability to work in a team environment with a variety of professionals
  • Excellent verbal and written communications skills, including presentation expertise
  • Familiar and conversant in a broad range of topics related to Information Technology support services
